Since September 2010, meetings were held with various CBTS stakeholders including Royal Hong Kong Yacht Club (RHKYC), CBTS Mutual Aid Committee, Hong Kong Off-shore Fishermen's Association, Hong Kong Pilots Association Ltd., associations representing commercial vessels, Marine Excursion and Association Ltd. (MEAL) and Hong Kong & Kowloon Motor Boats & Tug Boats Association (MBTA) with respect to the vessel relocation arrangement. The temporary vessel relocation arrangement and marine traffic arrangement were discussed and agreed at the 1st Marine Management Task Force Meeting held on 20 October 2010 and were then endorsed at the Marine Management Working Group Meeting held on 28 October 2010.
In July 2010, Highways Department and Marine Department jointly consulted the Hong Kong Off-shore Fishermen's Association and the CBTS Mutual Aids Association about the relocation arrangement of Anchorage Area during construction.
In end May and early June 2010, Highways Department and Marine Department jointly organized three discussion sessions with the private mooring owners of Causeway Bay Typhoon Shelter (CBTS) at the CWB Community Liaison Centre, Oil Street, North Point to consult the users of the detailed relocation arrangement to Aberdeen South Typhoon Shelter (ABDTS(S)) or Middle Island during the tunnel construction in CBTS which will last around 6 years.

The Ground Breaking Ceremony of Contract No. HY/2009/15 -- Central - Wan Chai Bypass -- Tunnel (Causeway Bay Typhoon Shelter Section) was successfully conducted on 26 January 2011 at the eastern seashore of Causeway Bay Typhoon Shelter. The Ceremony, which was officiated by Under Secretary for Transport and Housing, Mr. Yau Shing Mu, and other 4 officiating guests from Highways Department, Legislative Council, District Councils, and attended by other distinguished guests, signified the commencement of construction of this HK$5.4 billion contract as part of the strategic route project of Central - Wan Chai Bypass. The contract involves construction of the main tunnel section linking up existing Rumsey Street Flyover at Central with the Island Eastern Corridor at North Point.

Major Temporary Traffic Arrangement

A section of Man Po Street has been closed temporarily since 23 April 2011 8:00a.m. to facilitate the tunnel works. Vehicles from Man Po Street would be diverted to Man Kwong Street eastbound to access Man Yiu Street. The temporary traffic arrangement will last until 2014.
Access from Man Yiu Street to Finance Street has been closed temporarily since 22 October 2011 10:00 a.m. to facilitate the tunnel work. Motorists from Man Yiu Street northbound and Man Kwong Street eastbound heading for Finance Street should use the alternative routes as follows:

Turn left at Man Yiu Street roundabout to enter Man Kwong Street westbound, then turn left to the temporary slip road to reach Finance Street
