PROJECT BACKGROUND
The Central – Wan Chai Bypass and Island Eastern Corridor Link (CWB) is a strategic road along the north shore of Hong Kong Island targeted to alleviate the traffic congestion along the existing Gloucester Road - Harcourt Road - Connaught Road Central corridor. The need was also reaffirmed in the statutory procedures and supported in the public engagement process.
   
The construction of CWB commenced in December 2009 and is expected to be commissioned by 2017.
   
The CWB Project can bring the following benefits to the public:
  1. It provides an expressway for east-west traffic in Central and Wan Chai to divert the traffic from the commercial centre and alleviate the existing traffic congestion; upon commissioning in 2017, it will only take about five minutes to travel from Central to Island Eastern Corridor at North Point;
  2. It offers an opportunity to provide noise barriers and noise semi-enclosures at the Island Eastern Corridor Link to reduce the noise level and improve the living environment of the nearby residents;
  3. It diverts part of the existing at-grade traffic to underground, and thereby improve the air quality;
  4. It offers an opportunity to remove sludge in the Causeway Bay Typhoon Shelter, thereby improving the water quality;
  5. It creates additional space at the harbourfront for the use of recreational grounds and greeneries;
  6. It contributes to the sustainable development of Hong Kong;
  7. It creates about 6,400 job opportunities and benefits the local job market.

PROJECT SCOPE
The scope of the CWB Project mainly comprises:
  • Construction of a 4.5 km long dual 3-lane trunk road with a 3.7 km long tunnel, linking up the Rumsey Street Flyover in Central and the Island Eastern Corridor (IEC) at North Point;
  • Construction of approach roads to the proposed road tunnel portals in Central, Wan Chai and Causeway Bay.
    Modification of existing roads in the vicinity of the proposed road tunnel portals in Central and at the IEC in North Point;
  • Construction of administration building, ventilation buildings, ventilation shafts and buried fresh air adits;
  • Construction of noise barriers and noise semi-enclosures along IEC, associated road works, reprovisioning works, footpaths, amenity areas, temporary reclamation works, earth retaining structures, drainage works, water works, utilities works, geotechnical works, landscaping works, electrical and mechanical works (E&M) and traffic control and surveillance system (TCSS), etc.
